The main reason that the world is aware of the contradictory facts of Garrimon's arrest is because Ezra was the government whistleblower to reveal them to the public[1].
He is a participant of the Smile Foundation's Trust Game, and not a voluntary one either. He was blackmailed into participating [2], supposedly threatened with his identity as a whistleblower becoming public knowledge [3].
